My ringtone can't play when my hp6515 is off

when somebody call to me when my hp6515 is open It can play ringtone (that i select in address book) but when i turn off my Pocket PC then who call to me it paly default ringtone that set in setting. My ringtone is save in my storage card. and i set option vibrate then ring too. my program is install in ipaq file store
